Your house sits on a foundation: footings and walls carrying structural load. Your driveway, walks, patio, stoop and garage floor are flatwork — slabs poured on grade that carry nothing but themselves and whatever you park on them. They are separate systems with separate failure modes and wildly different repair costs.
Flatwork sinks because the ground under it moved. That is a leveling job measured in hundreds to low thousands of dollars. A foundation problem is a structural job that starts where leveling ends. Confusing the two is how people end up quoted for underpinning when they needed a morning of slab raising.
Signs it is flatwork — the fixable kind
- Driveway or walkway panels sitting at different heights with a step at the joint
- A patio or apron that has tipped back toward the house so water pools at the wall
- A front stoop that has pulled away from the entry, leaving a gap at the threshold
- A garage floor that has dropped below the door threshold or slopes inward
- Doors and windows in the house still operating normally
- Basement walls straight, with no stair-step cracking through the block
Signs to call a structural engineer first
- Stair-step cracks running through mortar joints in a block or brick foundation wall
- A basement wall that is bowing inward or has shifted horizontally at a mortar course
- Interior doors and windows suddenly sticking or out of square across the house
- Sloping interior floors, or drywall cracks radiating from door and window corners
- Visible separation where the house frame meets the foundation
Those are structural symptoms. Leveling flatwork will not address them and no honest leveling contractor will tell you otherwise. A licensed structural engineer — not a repair company selling the fix — is the right first call, because their assessment is not attached to a quote.
Why Milwaukee homes produce both
The metro sits on lakebed clay and glacial till, with pockets of historic fill in the older industrial neighborhoods. Clay swells when it takes on water and shrinks when it dries, and Wisconsin's frost line drives several feet down, so the ground here is in motion every year. That movement reaches flatwork first, because flatwork is shallow, unreinforced compared to a footing, and directly exposed to whatever your downspouts do.
It is entirely normal for a Milwaukee house to have a perfectly sound foundation and a driveway that has dropped two inches. Same soil, different depth, different outcome.

Usually not. An attached garage slab typically sits on backfill placed during construction, which compacts for years afterward. The house next to it sits on footings below the frost line. Different support, different behavior.
Can leveling fix a sinking foundation?
No. Slab raising lifts flatwork sitting on grade. Foundations that have settled structurally need piering or underpinning, which is a different trade.
Should I get an engineer or a contractor first?
If you are seeing any of the structural signs above, an engineer — their opinion is not tied to selling you a repair. If it is only flatwork, a leveling estimate is the faster and cheaper path.
Does a sunken patio against the house cause foundation problems?
It can contribute. A slab tipped toward the wall dumps water at the foundation every time it rains, which is exactly the condition that saturates soil and freezes against the wall. Correcting the slope is cheap preventive work.
